With the development of knowledge-based economy, the role of humancapital is more and more prominent in social development.Human capital asa dynamic factor of production which is able to produce surplus value, isthemost important factor of production in the knowledge economy and themain driving force of economic development. Under Modern Market Economy,human capital is more important than physical capital and becomesthepivotalcapital in the process of enterprise development.There is Two-EightLaw about the rate of Contribution of human capital to economic growth, whichis the small number of people to create the most value. High-tech industries asthe economic subject, which has a rapid development in the knowledge andinformation age, is a new industries which adapts to requires of informationage and the primary industry of knowledge economy.The technology andknowledge -based development model of high-tech enterprises is the trend inthe development of modern enterprise and high-tech enterprises areintensive places of advanced technology and knowledge.The core owner-shipof human capital as the owner of advanced technologyand knowledge, takesleading role in the development of high-tech companies.By bringing theirsubjective initiative into play and being combined with knowledge, high-techenterprises has improved their technologic innovation capability andcompetitive advantage.In this paper, I have made one conclusion that the core human capital isthe heterogeneity of resources in high-tech enterprises, the core competenciesof high-tech enterprises and is able to provide a unique competitive advantageby standard theoretical analysis.I have made another conclusion that the corehuman capital plays an important proportion of high-tech enterprisecompetitiveness and is the key to the competitiveness of high-tech enterprisesparts by analyzing the relationship between core capital and competitivenessof high-tech enterprises using analytic hierarchy process.Finally, I analyzedthe correlation degree of the core human capital and enterprisecompetitiveness in the high-tech enterprises in Guizhou Province usingquantitative gray relational grade analysis method and made a conclusion thatit’s correlation significant.This article innovated in two ways. First is methodinnovation. Based on analysis of high-tech enterprises competitiveness andclassification of high-tech enterprise human capital, this paper analyzed influencing factors of high-tech enterprise competitiveness and core humancapital. I also introducedanalytic hierarchy process to a measure of the weightindicator. I mixed with virtuous circle mechanism of high-tech companies acompetitive advantage by building the operation mechanism of the corehuman capital core human capital operation mechanism. The secondiscontent innovation . Starting from the high-tech enterprises, this paperanalyzed the effect of core human capital on the competitiveness of high-techenterprise and focused on the micro level. The existing research literaturefocus on the macro aspects and the effect of whole human capital on theoverall economic development. Moreover, this paper made empirical analysisby taking high-tech enterprises in Guizhou Province as an example andproposed some countermeasures to enhance the stock of human capital ofGuizhou Province.
