With the rapid development of high technology, hi-tech enterprises are risingup in our country, and in a short period of time they have produced ignorableinfluences on developing national economy. According to statistics from scienceand technology department, more than eighty percent of hi-tech enterprises inChina are private. That’s why we say sustainable technological innovation ofprivate high-tech enterprises, to a great extent, can and will promote the rapideconomic development, but their investment on human resource capital is notactive due to a late starting, plus managing human resource under the concept of"heavy use, high expenses, neglecting development” for a long time. With marketcompetition more fierce and continuous development of the knowledge economy,private hi-tech enterprises gradually realize that the competition betweenenterprises basically is the talent’s competition in seeking for a sustainable development, which gradually bringing the capital investment on hi-tech humanresources, but inevitably there are many risks for lacking of experience. So how toavoid risks, and gain a high return of that investment are becoming the key issuesof private high-tech enterprise human resources management.Pointing to the above problems, this paper puts forward the research on thiskind of risk, with a purpose of providing valuable reference for those inmanagement position when making effective determination on human resourcecapital investment. The article analyses mainly from the below aspects: First, it,from the point of the human capital investment and on the basis of drawing lessonsform views and research fruits of many professors and scholars, activelyintroduces the basic theory of economy and management to do analysis abouthuman capital investment risk theory and related conceptions; then, it makes adetailed analysis of the cost benefit from the individual of human capitalinvestment, aiming at more accurately judging whether the investment on humancapital is valuable. Second, it identifies human capital investment risks of theprivate high-tech enterprises, points out the types of risks and analyses the causes;Again, it evaluates human capital investment risks of the private high-techenterprises, which is through designing human capital investment risk indexsystem and using the Analytic Hierarchy Process and Fuzzy ComprehensiveEvaluation, in order to provide foundation for implementation of guarding andcontrolling measure. Finally, it puts forward some measures to prevent and control the risks. This paper overall forms a complete system of risk aversion, hoping itwill produce enlightening function on enterprise human capital investmentpractice.
