The new developed area of Zhoushan Islands has been involved in national development strategies and the marine economy will become a new driving force for stimulating the economic growth. At the same time, because of the new change in labor force structure and marine industry structure, it will become a major issue about optimal allocation of labor-shortage and labor-surplus in Zhoushan.In response to these issues, first, the overview of labor mobility during the development of marine economy in Zhoushan is based on the SWOT analysis. Second, the following explanations proceed from fishing village and urban department, from the point of view of fishing village, it is on the basis of microscopic investigation and Logistic-model to analyze the will of the labor transfer factors, on the other hand, the result shows four main factors that affect the urban attraction of labor force using Gray System GTM3.0. Third, through calculating the labor productivity of three marine industries to make a comparative analysis, and also try to predict the labor inflow-rate of Zhoushan in the next five years based on GM(1,1) Model. Finally, the specific practical ways and policy recommendations are proposed, such as increasing special funds, transferring the fishing way, establishing training mechanism in enterprises and improving urban security function etc.The marine economy is a new direction to economic development, but previous studies are mostly based on the industrial development strategy, industry structure, sustainable marine development etc, and there has little analysis about regional labor mobility based on marine economy. The possible innovations are as follows, first of all, though the two-way analysis of fishing village department and urban department, it can elaborate from the overall perspective in order to avoid one-sidedness. Second, though microscopic field research in fishing village and Logistic model to explain factors that influence labor force. Third, refer to the urban marine industries, using Gray Model to order the four main factors on labor mobility and make a prediction.
