China's Marine Economy Sustainable Development Model

The ocean exploitation and utilization has become a front field of human economy revolution along with the 21 century coming up which is also called the ocean century. Every maritime power around world is accelerating the development of the ocean, and a lot of the marine industry has been formed in this time. But a lot of problem also coming up, like the disorderly development of Marine Resources, profligacy marine resources, the serious environment pollution, the damage to the ecological balance and so on. It's important to appeal to the people for look at any issue from development point of view. So the sustainable development of the ocean is the inevitable choice.The thesis discussed the sustainable development of the ocean from five parts.Firstly, the thesis generalized marine industry from the overall concept and introduced the sustainable development theory in brief including the history of the sustainable development and the connotation of the sustainable marine development.Secondly, the nation's development of marine economy and the existing problem in the development during recently was discussed in detail.Thirdly, through the understanding hereinbefore, the thesis suggested a possibility to analyze the marine economy system based on the auto-control tools. Then the paper discussed the four parts which is the economy, technology, environment, resource that is the key fact effecting the sustainable marine development. The model was built using the control tools. At this time, the model is an abstract description of the information and the changing rule on the relationship between the feature elements of the system and the other elements, interaction between the system and its environment. Through building the proper system model, the policymakers can use it for analyzing and ruling the problem, also can discuss and design a specific way to figure out the problem. Using the model built before, collecting the nation's development of marine economy data during recent years and analyzing the data by the statistics multiple regression, the thesis found that the most five important factors to this economic process was nation's income, the amount of the science research production, the dosage of the marine economics resource, quantity of the wastewater treatment equipment and the area of the nation's light pollution marine. It supports policymakers a effective way to analyze the problem. For ascertaining the main factor effecting the nation's development of the marine economy, the thesis make a factor analysis. The financial technology factor and marine pollution area was made giving the policymaker a main direction to solve the problem..In the end, the strategic policy idea for the nation's sustainable marine development was raised combined with the significance of the nation's sustainable marine development based on the statistical results of the model.In a word, the thesis analyzed the mechanism of the sustainable marine economy development system, built a sustainable marine economy development controlling model. By this model, policymaker can make a decision in the policy support and the way to soling the problem which can improving the nation's sustainable marine economy development. A convincing strategic concept was proposed based on the analysis.
