Central Document No. of 0520 put forwards the goal of total abolition of agricultural tax within three years, greatly reduce the burden on farmers,but with the abolition of agricultural tax in China,the important issue troubled rural grassroots cadres is providing development funds for the operation of rural grassroots organizations and public welfare. Shijiazhuang City of Hebei Province in 0520 first proposed the important idea about‘to regulate the village-level collective asset management as an entry point,safeguard the legitimate rights and interests of the farmers as the core,to ensure the operation of grassroots organizations and develop public welfare as the goal,establish village-level collective wealth accumulation mechanism in all rural areas of the city’, the pilot running obtained successful experience and widely recognized. With the success of the pilot, Hebei Province will generally promote village-level collective wealth accumulation mechanism in 2010, and require that the village collective wealth accumulation mechanism have been established in the province’s rural areas in 1120.In the process of the village-level collective wealth accumulation mechanism’s establishment and operation, clean up, straighten and standardize the management of village-level collective assets, through the market operations,combine the unified management of the collective with farmers contracted management and villager’s democratic decision-making, revitalize the existing stock of assets of the village, to achieve preserving and increasing the value of village-level collective assets, it has very important significance to grow and develop the collective economy,to safeguard the normal functioning of the village-level organizations, to promote the construction of a new socialist countryside and promote grassroots democracy.However,during operation the village-level collective wealth accumulation mechanism, some problems still exist, therefore ,main content of this study is how to further improve village-level collective wealth accumulation mechanism.In this paper, to fully understand the background, purpose and significance of the village collective wealth accumulation mechanism, described the research status of the village-level collective wealth accumulation mechanism, define the concept of village-level collective wealth accumulation mechanism, the village-level collective assets and village-level debt; Through field visits to investigate the operating results about village-level collective wealth accumulation mechanism of Hebei Province, found the problems are mainly: mechanism progress is disequilibrium, audit of the assets is not in place, funds sources and channels is instability,financial supervision is non-standard,the mechanism of operation is out of touch with rural development;And then from the three aspects of the system, funds and personnel to identify the factors restricting the Hebei village-level collective wealth accumulation mechanism for the development;And summarized successful cases that we found in the researched process,resource-rich Shijiazhuang zhengding tayuan village, poverty Zhangjiakou Shangyi County Gejia village and hard-working leading groups Fengnan District of Tangshan City, Xijiantuo Village, although the actual situation of each village is not alike, typical practice of the establishing and running in the village-level collective wealth mechanism accumulation, worth other rural areas reference and learning, provided valuable experience to improve the village-level collective wealth accumulation mechanism for this article, finally, on this basis, put forward a complete set of countermeasures to improve the village-level collective wealth accumulation mechanism in Hebei Province.
