Supply Chain Analysis And The Emergency Respose Research Of Sichuan Salt Industry

The salt industry has initially formed a salt production and distribution network covering both urban and rural in China, but the traditional management model has been unable to adapt to the social development of market economy and difficult to meet the changing market needs. In recent years, several large-scale "grab salt" events happened. How to deal with this sudden demand has become a major problem. The Sichuan Salt Industry Group is also facing the same problem in this context, and paying more and more attentions to the development of salt circulation and emergency response. Therefore, it is important for Sichuan salt industry to make a study on its supply chain and emergency response which is of great significance for Sichuan salt industry’s supply chain management and response to the emergencies.The SCOR (Supply Chain Operations Reference-model) had been used to analyze the Sichuan salt industry supply chain in this paper. And then using the standard-SCOR to show the each part’s activities involved in Sichuan salt industry supply chain, and describe the operation situation, and then building SCOR of the Sichuan salt industry supply chain, both normal situation and emergency situation were included, laying the foundation for the supply chain management and the optimization of the Sichuan salt industry.On the basis of SCOR, by simulating the two situations which were under the normal circumstance and the emergency circumstance, the dispatch programs were achieved. It is of great guiding significance to the emergency scheduling for the Sichuan salt industry. And then the data of the two dispatch programs were integrated to the corresponding SCOR as a data addition which can enrich the SCOR values and definite the entities’inputs and outputs.Comparing the two dispatch programs and analyzing the emergency response capability of Sichuan Salt supply chain, a further time-shortening goal of the emergency response was proposed. In view of the definition layer, the configuration layer and the process element layer of the SCOR of Sichuan salt industry supply chain in the emergency situation, the emergency response proposals and measures were proposed respectively. With the guidance of the emergency measures, the SCOR of Sichuan Salt Industry supply chain in the emergency situation was remodeled, and evaluated by flexsim simulation, then the optimized dispatch program was obtained. It showed that with the guidance of the emergency measures, the time of emergency response can be shortened and the capabilities of emergency response can be improved. The study not only expanded the usage of SCOR, but also provided references to improve the emergency response capabilities of Sichuan salt industry.
