With the aggravation of market competition, performance valuation and managementhas become more and more important for modern enterprise. Therefore more attention hasbeen paid to staff training and development. The traditional human resources based onposition can not meet the requirements of strategic human resource management any more.Based on the study of performance management system and competency model, takeESP (a name of a company) as an example, this paper put forward to build performancemanagement system based on competency model.Combining the chacteristic and the basic operation of performance managementsystem, this paper, take competency model of EPS as an example, introduces the advantageof competency model in the plan, inspect, evaluation, feedback and face to face talk. Theuse of competency model in Performance management system, realize the balance betweenappraisal process and results, and at the same time also realize the balance betweencompletion of tasks and how to achieve.This paper also analysed and evaluated problems should be paid attention to duringthe process of the implementation of system, including the combination of system andcorporate strategy, the application of comprehensive evaluation method and evaluationresult.Performance management system based on competency model is not a total denial ofthe traditional one. As playing a supporting role, it perfects the old management model,thus adding much more connotation to the old performance management system. Thisprovides practical and theoretical guidance to the research of management system.
