Wage income as an important part of the income distribution, has been the center of gravity of the country’s reform, regulation. Avoid the industry to talk about revenue allocation from the high-income, but low-wage income from low-income industry, discusses the reasons of the low wages of low-income industry, to analyze the income distribution of low-income industry, and proposed countermeasures improve the wages of low-income industry. This paper not only analysis and comparison of low-income sectors, but also low-income industry as a whole and high-income sectors of the national average comparison, concluded that the level of human capital, labor productivity and market structure affect the wage income, and proposed State should be the level of human capital, market structure and monopoly to start to solve the low-income problem of low-income industry, in order to ease the industry wage income gap.In this paper a total of five chapters. Introduction of the first chapter discusses the research perspective and research significance, research status, research ideas and methods, thesis outline, and innovation. The income gap between the theory for the industry, the second chapter describes the human capital theory, efficiency wage theory, short-term differences, the four theories of institutional theory, and leads to the factors affecting the industry, low-income. The third chapter describe the level of income status of low-income industry. The income levels of low-income industry is not only a large gap between high-income sectors, and the growth rate is far lower than high-income industries. Low-income status of low-income trades not happen overnight, but the result of long-term evolution. The fourth section for low-income causes in empirical analysis, were analyzed from four aspects of human capital, efficiency and market structure, low-income causes of the low-income industries. Human capital, including educational level, age composition of the three aspects of working time, market structure, including barriers to entry, product differentiation, the three aspects of the degree of competition. Chapter5Conclusions and countermeasures. Can be drawn from the above analysis of low-income industry’s low-income common reason: it is reasonable, such as human capital, efficiency. Some of the wrong reasons, such as market structure. In this paper, three aspects to improve low-income level of low-income trades, it is necessary to improve the level of human capital of low-income industry, is to accelerate the progress of the transfer of the surplus labor force of low-income industry and the third is to adjust the market structure and monopoly industries regulation.
