Research Of The Land For Social Security Policy In Dali Bai Autonomous Prefecture Based On The Protection Of Erhai Lake

With China’s sustained and rapid development, urbanization process also continues to accelerate. The problem of landless peasants has been a focus of China. The resettlement of landless peasants is an important task in China’s socialist modernization. It is related to the sustainability of development of China’s economic and social harmony and stability. In recent years, the resettlement of landless peasants, which used to be recruitment, monetary settlement have been gradually placed by land for social security policy. Because China’s rural land is not only used for agricultural production but also carries the function of social security. Farmers who lost their life guarantee after the requisition of their land by the government. So in the resettlement of landless peasants, we must focus on the aspects of social security. And the land for social security policiy which effectively solve the problem of landless peasants in social security, is of great significance.In recent years, Dali Bai Autonomous Prefecture has been in a rapid economic development, but in the mean time there has been a lot of problems. In the process of economic development, environmental issues are often easily overlooked. Agriculture has played an important role in the porcess of Dali Bai Autonomous Prefecture’s economic development, but it also causes pollution to the environment, especially causes agricultural non-point source pollution to Erhai Lake. In order to prevent itself form being polluted, Erhai Lake basin needs to build a low pollution, low market risk industrial chained agriculture; using the environmental advantages to promote the construction of ecological agriculture. In the process of agricultural industrialization, large-scale operation, as well as the process of urbanization will inevitably encounter land requisition and the resettlement of landless peasants. Sovlving these problems, will be good for economic development, social stability and environmental protection. In recent years, the problem of landless peasants and the resstlement mode of peasants have caught more and more attention, especially the land for security mode.As a less developed area, the main mode of the resettlement of landless peasants in Dali prefecture is monetary settlement. This mode of resettlement is likely to mean that the standard of compensation is low, and the compensation can’t replace the function of land to the peasants. And the monetary settlement cannot guarantee the interests of the landless peasants.Dali Prefecture has now realize the importance of problem of landless peasants which plays an important role in the social and economic development of Dali Prefecture. In order to guarantee the interests of landless peasants, Dali Prefecture issued a document to start the policy of land for security in2009. This paper is to study the resettlement mode of land for security for the landless peasants based on the protection Erhai Lake. Guarantee the interests of the landless peasants by using the land for security mode, while promoting the transfer of land to achieve large-scale management of agriculture, to adjust the structure of agriculture, so as to achieve control of agricultural nonpoint source pollution, eventually to prevent Erhai Lake from being polluted.
