In China, large-scale merger and reorganization for state-owned iron and steel enterprises is imperative. During this process, we often only pay close attention to the adjustment of industrial structure, but neglect the buildings of the paying system, which will severely weaken the stimulation effects from payment. Therefore, this paper reviews the researches concerning the payment stimulations and payment systems both at home and abroad, and based on the relevant theories of payment concerning "equity theory""reinforcement theory of motivation" and "efficiency wage theory", taking an analysis combined with quantitative and qualitative analysis, probing into the payment system of workers at production line, disclosing the unfairness and the weakness of payment stimulation in the position-wage system applied in the actual implementation. In this regard, this paper optimized the present position-wage system for the workers at production line, which aims at balance effects between the stimulation and fairness when implementing position-wage payment system.The main contents come as follows:The first chapter comprehensively expounds the social background and the research significance of state-owned iron and steel enterprises, reviewing the researches related to payment incentives and payment systems.The second chapter defined the concept of payment, introducing the relevant "equity theory","reinforcement theory of motivation" as well as "efficiency wage theory"The third paper analyzed the lives of the works at production line of the state-owned enterprises, summarizing their special roles. It also makes an introduction to the payment system reforms since the beginning of market economy of the state-owned iron and steel enterprises. It comprehensively analyzed the payment systems applied in the state-owned enterprises from payment structure, performance payment, payment and achievements, and in the end disclosed the shortcomings of position-wage systems in actual implementation.The fourth paper optimized the position wages, performance wages and payment systems for special groups for the payment systems applied at present for the workers at production line, which aims at balance the effects between stimulation and fairness when implementing position-wage payment system.
