The survival and development of modern enterprises are experiencing a hitherto unknowncompetition environment, and strategy as a harmonious enterprise and environment adaptability of therelationship to the effective management of uncertain environment organic system, the businessenvironment changes, will be put forward in the transformation of the original strategy, companies oftenneed through change to achieve new balance to adapt to market changes. Strategic change is the key tosuccess on the process of change management, change management is the essence of the human behavior,skills and habits change, any change management process includes personnel management high skills. Inthis sense, strategic change inevitable requirements of organizations in the human resource management onthe basis of adjustment, even to the construction, human resource managers need more obligatory farinvolved, becomes the enterprise strategic change effective advocates and promoters. Therefore, theanalysis of the human resources management in strategic change management functions, is particularlyimportant role.Firstly, by analyzing the organization in which the internal and external environment analysis,pointed out the enterprise strategic change necessity and pressing sex, analyzed under the condition of neweconomy strategic change as well as the development trend of human resource management and therelationship between; at the same time, elaborated the modern human resources management practice ofsubjectivity and four big functions, think in the enterprise strategy under the background of the reform mustbe accelerated by the traditional personnel management to modern human resources managementtransformation, and points out the transformation of human resource management: a strategic partner roletransformation, administrative experts, employee motivation as well as agents of change.Secondly, discusses the change of human resource management function change, for enterpriseorganizational behavior, individual behavior as well as strategic change process itself and the impact on thechange of role play. Human resource management how to cultivate enterprise transition of organizationalculture, establish to change the organizational structure and enterprise system, as well as for enterprises inthis special period of management style and constructing learning organization. Staff skills, attitudes andbehavior of the change of strategic change smoothly play a decisive role, the paper changes conditions based on employee competency of human resource management, the strategic change of this particularperiod, put forward to find out the cause of change of key success factors in a person is specific reflect, alsois the personal change the success of the required knowledge, skills and behavior, namely strategic changeunder the staff competency.
