The human resources management outsourcing is the life of an enterprise and the foundation topromote Social economic development. Along with the development of new technology revolution,theproductivity of human resources outsourcing will became the key to the competitiveness of a country,anindustry and one company.The human resources management outsourcing not only promotes thedevelopment of the industrial revolution and the change of the economic structure,but also promotes thewhole social reformation.With the government’s human resources policy appearing andimprovement,human resources management routine work became more and morecomplex,human-resources representatives use most of their time in processing routine work.In such anenvironment,the human resources department passively became a service center.How to change it into areal strategic department of an enterprise and achieve its proper role for the enterprise’s strategic goalsbecome a problem that many enterprises face.The government,as a kind of non-market power,shouldprovide favorable policy environment in the macroscopic aspect,so that it can provide favorable socialsecurity for the human resources management outsourcing.Therefore,our government should establish andsound related policies and regulations,as well as provide policy support to the building of aninnovation-oriented country on the basis of learning advanced experience of enterprises from foreigninvestment.Based on the study of the related literatures at home and abroad,this article follows the researchprocess of theory-borrow-apply,analyses a successful case,a foreign-investment enterprise,ShanghaiPhillips Industrial Vehicle Spare Parts Manufacturing Co.,LTD.meanwhile Combined with the presentsituation of home enterprises,it seeks to explore new mechanism and provide reference to human resourcesmanagement outsourcing and be applied in practice.
