Research On Development Of Papermaking Industrial Clusters Based On Circular Economy

Papermaking industry of our country faces some detailed problems, such asbig raw materials gap, not reasonable scale, arduous pollution-control task, highresource consumption and low level of technological innovation. Only takingcircular economy as the basis, does the paper-making industry break bottleneckand realize sustainable development. Resources are conserved and environmentis protected, while maximizing economic benefits as minimal resourceconsumption and as small environmental costs as possible to make socialbenefits, ecological benefits and economic benefits develop coordinately.Papermaking industry has strong correlativity and large market capacity, and thedevelopment model of papermaking industrial cluster is inevitable trend ofupgrading industrial structure. China’s paper industry has preliminarily formedthree clusters, namely the Pearl River Delta cluster, Yangtze River Delta clusterand Around Bohai cluster. Paper industry has become the pillar industry of someprovinces such as Zhejiang, Guangdong, Shandong and so on. The developmentof paper industry clusters improves industrial competitiveness and innovation,eases employment pressure and plays benefits of scaled economies. Thedevelopment study of papermaking industry clusters based on recyclingeconomy is beneficial to the way of sustainable developing.Based on theory study of industrial cluster and circular economy, the paperanalyzes environment and development model of the cluster. Taking practicalinvestigation situation and data as basis, the paper makes empirical study aboutthe relationship of cluster scale to resource consumption and givescountermeasure and suggestion of papermaking industry cluster development,and reached conclusion. Definitely, the main purposes are as follows.First, this paper explores the inner mechanism of development andevolution of papermaking industry cluster, revealing formation reasons and process of the papermaking industry cluster’s competitive advantages andinnovation superiority.Second, through going circular economy road, changing the bad impressionthat the papermaking industry has high pollution, gradually removing status ofkey supervision industry to national environmental protection, this paper providefeasible theoretical basis.Third, the paper solves the main challenges during the sustainabledevelopment of papermaking industry clusters：（1）Who is the subject ofimplementing circular economy.（2）How to coordinate papermaking industryclusters and circular economy each other.（3）Explore the relationship betweencluster scale and resource consumption，thus afford suggestion of papermakingindustry cluster development based on circular economy.（4）Explore how tointeract for all kinds of enterprises within the cluster and how to constitute“Competition and cooperation relationship”.Fourth, according to the actual development of papermaking industry athome and abroad, plan out the circular economy development mode. On thebasis of empirical research, afford feasible countermeasures and suggestions ofcluster’s ecological development.This paper uses literature analysis method with SWOT analysis method tomake qualitative analysis and determine the cluster scale and resourceconsumption indicators. According to environmental economy metric model,draw multiple curves that reflect environment changes. Through the scatterdistribution map of resource consumption and cluster scale makes quantitativeanalysis and build regression model. That verifies whether the relationship ofresource consumption and cluster scale is a fixed pattern so that make effectivereference for cluster development.
