Development zone as the reform and the first open policy area, the engine of regional economic growth,is the important strength of promoting regional economic development.However, the unreasonable phenomenon in the course of using the land, such as project construction chaos, land idle waste, land use structural imbalance, lack connection with " two plan" is often seen. Land reserve system can regulate the supply and demand of land market, promote the optimized allocation of land resources, and enhance the ability of preserving and increasing the value of land assets. The rapid economic development of Changchun Jingyue Economic Development Zone is facing with a large scale, high intensity of land development and construction requirement, and it need a land reserve plan which have dual function of macroscopical adjusting control and microcosmic implementation. It is a programmatic document including Policy, structural and spatial as a whole, which can plan and guide the gross, structure, layout, timing and intensity of land development.Establishment and Implementation of land reserve planning of development zone,will help ensure optimum distribution of land resources,business land supply in order,and then further strengthens the role on the regional economic and social development.The paper is based on urban economics,land economics and development economics theory as a foundation,the theoretical analysis and empirical analysis combined with qualitative analysis and quantitative analysis,the means of remote sensing (RS) and geographic information system (GIS) technology,the application of grey-markov prediction (GMM),artificial neural network (ANN) theory method and continuous time dynamic economic system optimization theory of economic cybernetics.It is try to research the connotation and points of land reserve plan in development zone,and combined with the actual situation practice in changchun jingyue economic evelopment zone,according to core problem--land reserve scale, integration mode and the time,space layout and Optimal development model for empirical research.The research results shows that Changchun Jingyue Economic Development Zone land reserve development planning is divided into four steps,the western area comes first,followed by the area between the west of xincheng street and the north of yinxing road,thirdly is the area of the south of liuying road,finally is the improvement of the whole development districts.The total area of land reserve is3536.03ha in2010-2014,835.39ha in2015-2017,193.96ha in2018-2020.For land reserve type gross structure,Residential land reserve area is1253.64ha,accounted for27.46%of total land reserve scale;Industrial land reserves area is154.29ha,accounted for3.38%; Commercial reserves of land area is186.16ha,accounted for4.08%;Cultural and recreational reserves of land area is49.15ha, accounted for1.08%.This paper studies to guide the development of infrastructure and industrial development layout and housing space layout reasonably,and realize the development and utilization of land resources benefit maximization,to provide effective guarantee for the realization of the goal of a net eco-city of Changchun Jingyue Economic Development Zone.
