A popular leisure age is coming with improved living standard and increased free time of pepole, with which the new leisure industry and leisure economy are come forth. The leisure industry is already being pillar industry in many countries. It is also show powerful growing tendency.In this paper, we discuss and demonstrate the conditions and advantages of developing leisure industry in Cancun Gangue Economic Development Zone, and present the Policy-induced opinions for direction and proposals for plan about development of leisure industry.Our paper is organized as follows. In section 1, we introduce the main viewpoints and developing history of leisure research domestic and world, present the opportunities of development. In section 2,we analyze the advantages,conditions and questions of developing leisure industry in ChangChun Jingyue Economic Development Zone. Based on above two sections Section 3 advances the plan and layout of leisure industry in ChangChun Jingyue Economic Development Zone. The layout, based on the predominance of local economy and resource, is combined with developing direction of region and is worthwhile operable.
