Research On The Change Of Industry Structure Promote Employment Structure In Xinzhou City

Employment is basis of people’s livelihood; it is closely related to the nationaleconomic development, the social stabilization and the political stability. Promotingthe growth of employment and to realize full employment is the priority target ineconomic development and social development on Xinzhou12th Five-Year Plan.While maintaining the rate of economic growth, we have to ensure the coordination ofindustrial structure and employment structure, thus make the transfer of labor shouldbe consistent with the industry structure.This paper did the analysis regarding the industry development on the increase ofthe employment in Xinzhou city. First of all, the paper describes the situation of theXinzhou natural conditions and socio-economic status. Second, this paper combinedwith the data to explore the development trends and characteristics of Xinzhou’s threeindustrial structure and employment structure; Third, the article combines thestructural degree of deviation index to analyzed the match degree of XinZhou’sindustrial structure and employment structure. Based on these researches, the paperanalyzed the problems and causes in the development of economic growth and labordistribution of the Xinzhou three major industries. At last, the paper provides somepertinent countermeasures and suggestions.On the existing basis, Xinzhou should give full play to the potential andemployment absorptive capacity of the tertiary industry, to consolidate the position ofthe pillars of the secondary industry, and to maintain a sustainable development byimproving the structure. By accelerating the upgrade of the agricultureindustrialization and rural infrastructure and other measures to adjust and improve theprimary industry of the weak industries. In this process, Xinzhou should also increaseinvestment, improve education and training institutions to enhance their own qualityof the workforce, thereby contributing to Xinzhou’s employment structure andindustrial structure to adapt, and promote the better employment of labor.The purpose of this paper is to provide a theoretical basis and data to support themacro-control of the government departments through these analysis and calculation. The paper hopes to provide a way to ease the employment pressure and to protect thepeople’s livelihood of this region. Also the paper did the analyses to provide ascientific reference to the government to reasonable adjust its employment policy.Eventually realize the purpose of promote people’s wellbeing and expand employment,and promote the harmonious and stable development of our country.
