The system of personal reserves for housing is the product of urbanizationsystem reform of our country, the innovation of the housing finance system, and themajor component of our country’s social security system. With the deepening of thehousing accumulation fund system, enterprise worker’s individual housingaccumulation fund loan business also develops quickly. The interest rate of thehousing accumulation fund loan is low. The term is long. It provides funding for theworkers to solve the housing problem. It’s brings lots of benefit for the people. But asthe development of the housing accumulation fund system, the amount of the loan isincreasing year by year. The risk of it has been intensifying. Strengthening the riskcontrol of the individual housing accumulation fund loan plays an important role forthe development of the housing accumulation fund system.This article mainly discusses the risk of the individual housing accumulationfund loan of the Jilin housing accumulation fund management center. At first, welearn about the present situation of the housing accumulation fund loan in themanagement center. Then, the article summarizes the major five kinds of risk that themanagement center now facing, it includes system risk, policy risk, the borrower risk,guarantee risk and operational risk.In order to analysis the risk of the loan, and come up with the effective riskprevention measures. This article from the angle of combining theory and practice,establish individual housing accumulation fund loan business risk matrix for themanagement center to identify, analysis and evaluate the loan risk. And I take the risk in order by the importance of the risk degree, as the basis of risk control measures.According to the results of analysis as well as the current condition of themanagement center, this paper put forward four measures to prevent and control theloan risk. First, establish risk prevention pre-alarm system. It can make sure loanpolicy and law risk can be controlled in advance. Second, strengthen the managementfrom three aspects including pre-loan, on-loan and after-loan process. Third, establishpersonal credit rating system to prevent borrowers’ risk. Thus offer reference to creditceiling and deadline for paying back, etc. To prevent and control the operating risk,this paper holds the view that we should strengthen the inner control system andavoid operating risks which are caused by staff and process. In view of different risks,we should adopt different preventive measures to improve the management level ofthe risk of individual housing accumulation fund loan, so as to promote the housingaccumulation fund loan business of the management center to develop constantly.
