The trend of the changes in the transformation of ethnic relations in Tibetcalled for the strengthening of the administrative staff of the Tibet region shouldestablish the correct administrative organizational culture concept. Multipleconflicts of interest in the Tibetan areas in the process of social transformation areinfluenced by unique religious tin a certain extent. This mixed with multipleconflicts of interest of national issues are closely linked with the worldwide waveof nationalism in the open air. Undoubtedly, the structural characteristics andchanges in posture of Tibet’s transition ethnic relations will affect that themodernization whether be succeed and Tibet’s national unity, social stability anddevelopment. Political values, interests, national outlook and thus dominate thebehavior-oriented of Tibet’s administrative staff have an important impact in thechanges of ethnic relations. Therefore, the study of administrative organization ofcultural construction in Tibet and exploring the actual needs of the administrativeorganizational culture is the urgent requirement of the healthy development of theculture of Tibet’s administrative organizations in the new century.As the state administrative institutions of Tibet’s tax department, with thedeepening and being perfected of the institution, tax and administration reformand full implementations of the new Administration Law and the Golden TaxProject, proposing newer and higher requirements to Tibet tax cadres’ concept,quality, work style, ability and so on. From the development of tax administrationin Tibet, Tibet’s tax department is working through this series of changes infundamental changes in the entire tax system; succeed achieving the democratic administration, rational administration, administration by law and impartialadministration, and finally strengthening the service function of Tibet’s tax systemand diluting the administrative color. As the soul of the management, Tibet’sorganizational culture of national tax administration is the core part of the taxdevelopment of Tibet, and plays an important role in standardizing administrativepractices.The article is mainly combined with the current situation of Tibet national taxadministration’s organizational cultural construction. To achieve the transition taxorganizational culture of Tibet, we must firmly focus on the theme ofadministrative organization theory and the new era in Tibet tax work and achievethe culture of the Tibet National Tax brand to improve the comprehensive qualityof the tax system of cadres and workers as the core, Cultural guide as a means tostimulating the cadres and workers to achieve self-worth for the purpose of theunique "human management" thinking as the main focus of the study. In addition,from the view of traditional thought and religious thought of the impact ofnational tax culture to carry out the cultural construction of national taxadministrative,we should give full play to the orientation of organizational culture,constraints, cohesion, and role, prompting the majority of the tax workers to theirown pursuit of unity with organizational goals, personal values and unit tasks tocomplete unity, in order to guide the cadres to establish a positive and healthyoutlook on life, world views and values, and ultimately the internal coordinationand efficient functioning of the tax authority in Tibet.
