Comprehensive Evaluation And Analysis Of Balanced Urban And Rural Development In Henan Province

Thirty years after the opening policy, China has made tremendous attainment; we have abandoned the traditional planned economy system gradually, have reformed the traditional state-owned enterprise system, and have established the socialism market economy system step by step. However, during the transformation between the planned economy system to the market economy system, there is one big problem have not be solved, that is reform to the urban-rural dual system is relatively lagged, Henan,as a major agricultural province, have to face the urgent problem of "three rural" issue, and balanced urban and rural development is the inevitable choice of the "Three Rural Issues"; On January 27th 2011, the Central Plains Economic Zone development strategy was up to the national economic strategy, and this event offered a golden chance to solve the "Three Rural Issues". And now, we whole province are actively exploring the path of "two non-sacrificing "、the "three updating and coordinate " development, and the New urbanization, one of the "three updating and coordinate", involves the meaning of balanced urban and rural development. So, this time we need to study on the theoretical basis of the balanced urban and rural development, the evaluation methods, and quantify the degree of balanced urban and rural development, these work have more important practical significance than ever before.this paper begins with relevant literature review on three aspects, which is the construct of comprehensive evaluation index system about the balanced urban and rural development, the methods of the balanced urban and rural development and the quantization of the index system. Then introduce theoretical basis of the balanced urban and rural development, then give a picture of the comprehensive evaluation of balanced urban and rural development, and a detailed description of areas commonly used method, combined with the actual situation of the Analytic Hierarchy, and a detailed description of the analytic hierarchy process(AHP). After that I construct the evaluation index system of the balanced urban and rural development, which is consist of nine indicators and including three aspects:economic co-ordination, life co-ordination and public goods co-ordination. Then Use the Analytic Hierarchy Process, combined with the year 2010’s data of 17 cities of HenanProvince to calculate the current situation of balanced urban and rural development in HenanProvince. Finally, In reference to learn from the America’s "center village" experience in building suburbs, Japan’s "big Machimura combined" experience as well as the experience of domestic" SuNan model "," Wenzhou model "and" Chengdu Mode ",Ⅰmake a series of policy recommendations about the balanced urban and rural development on the basis of four aspects:economics, life, public goods and rural cultural characteristics.
