| The per capita GDP( gross domestic product) in China exceeds 1000 and 2000 USD for the first time in the year 2003 and 2007. The development progress of some nations in the world indicates that the development stage of per capita GDP between 1000 USD and 3000 USD is usually a golden period of national economic and social development, and is also the period of highlighting the social contradictions. The economy development, social progress and objective of industrialization and modernization may be realized if things go smoothly in this stage. However if things go wrong, the income gap between rich and poor, a series of social contradictions and problems would appear, which will cause society upheaval.Development of rural social and urban-rural relationship are closely related to process of socialist market economy in the critical period. Deng Xiaoping emphatically points out many times in his administration, because that is where 80 percent of China's population lives, an unstable situation in the countryside would lead to an unstable political situation throughout the country. If the peasants do not shake off poverty, it means that China would remain poor. Dual economy policy of urban-rural discrepancy, emphasizing industry and constricting agriculture cause disequilibrium of urban and rural development since the founding of the People's Republic of China. Hu jintao put the question about two tendency in the Fourth Plenum of the 16th Central Committee of the CPC, it is an universal tendency that agriculture support to industry at the preliminary stage of industrialization, it is also an universal tendency that industry nurture agriculture and cities help the countryside after industrialization develop to a certain degree. The coordinated development of urban and rural and construction of socialism new countryside are called up in the report of the 17th National Congress of CPC. The coordinated development of urban and rural is an important mission of national economy development in the long periods from now on.Deep analysis and systematic study on county urban and rural coordinative development are of great significance in theory and practice. The main contents and conclusions of this paper are induced as follows: (1) On the basic of the thoroughly thinking on the concept and influencing factors of coordinative development urban and rural, the evaluation index system and evaluation model with 11 indexes are built to assess rural and urban employment of yanshi city. (2) The results show that the level of the coordinative development of urban and rural of yanshi city keep rising gradually from 1990 to 2007, the level of economic development of urban and rural is highest in 1990 and is the lowest in 2000, the level of social and environmental development of urban and rural is highest in 2007 and is the lowest in 1990. (3) Influencing factors of coordinative development urban and rural of yanshi city are studied by gray association degree method. Rural highway accessibility, ratio of the minimum living security standard for urban and rural residents, ratio of the per-capita living expenditure of urban and rural residents, the dissemination rate of the rural sanitation toilets, the dispose rate of rubbish in rural, ratio of health guarantee level of urban and rural residents have a great influence on the coordinated development of urban and rural of yanshi city. (4) The results also show that consolidating foundational position of agricultural, narrowing the consumption gap between the urban and rural residents, improving skills and quality of rural labors, helping private enterprise development, expanding social security, and protecting ecological and environmental of uban and rural produce positive effects on the coordinated development of urban and rural of yanshi city. |
