To promote the rural labor force to transfer to urban industries that has become the key and important way for farmers to increase their income and the rural economic development. The development trend of rural non-agriculture employment in Shaanxi Province has increased obviously since1978, but it began to drop down clearly in the late90’s. This article discusses the situation and trend of the non-agriculture employment of rural labor force in Shaanxi Province with the cross-sectional data and time series data.We also analyzed how individual and family characteristic factors to influence rural labor force’s non-agriculture employment and the macro constraint of it in Shaanxi province from three perspectives which include the individual, family and external environment.The result proves that individual and household characteristic factors are the important parts to influence rural labor force’s non-agriculture employment in Shaanxi from the micro perspective. From the micro perspective, The result proves that there are four factors, include outdated nonagricultural sectors, constantly squeezing agricultural employment capacity, contradiction between man and earth and the income gap between urban and rural areas, which interact together to promote rural labor force to transfer to urban industries. We also find that institutional factors which include household registration system, labor system and social security system have become the biggest obstruct for the non-agriculture employment of rural labor force in Shaanxi province.This article also offered some proposals about how to promote the development of non-agriculture employment from two aspects. For the government, there are four proposals, which need to be done. To be specific, the government should put their emphasis on supporting and guiding the development of the tertiary industry, enhancing the quality of rural labor force greatly, creating a fertile environment for non-agriculture employment and accelerating system revolution around household registration. As to farmers, they need to focus on two aspects. To be specific, farmers should fully realize that human capital investment is very important for their non-agriculture employment. In addition, when they have plan to choose non-agricultural jobs, they should consider carefully about the endowment of resources of their family and region rather than decide out of blindness.
