Scientific achievements commercialization and technological advancement arelargely driven by R&D activity which is the key factor related to the survival anddevelopment of high-tech enterprise. The inefficiency of R&D project impedes thedevelopment of science and technology in our country, it seriously pulls down thesocial economic efficiency. Compared with the high input, the success rate of R&Dproject is too low, outdated R&D project risk management directly restricts the rapiddevelopment of R&D activity. So it’s necessary to develop a new R&D project riskmanagement, which can improve the success rate of R&D project, and promotes theprogress of science and technology in China, also the steady development of the socialeconomy.Firstly, according to the review of international R&D project risk and riskmanagement method literatures, this article classified the relevant contents, describedtheir progress and inadequacy, then, established the leading thought which measuresrisks by performance; As mastered the construction and application of the BalancedScorecard and quality function deployment methods by studying in detail, theBalanced Scorecard and quality function deployment methods were improved, and theperformance oriented high-tech enterprise R&D project risk management methodfinally was proposed.The Balanced Scorecard is a performance management system classifying theenterprise strategy into operable measure indexes of four dimensions which includesfinancial, customer, internal process, innovation and learning. This study extended theBalanced Scorecard from enterprise strategy to R&D project objectives appropriately,that would have bridged the gap between project and enterprise goals. And so thatensured the project objectives in accordance of enterprise strategic goals, avoiding theproject risk management deviates from the enterprise strategy fundamentally.In the risk identification phase, this study deployed the project four dimensionsobjectives into specific operable indexes through the quality function deploymentmethod, and in the risk assessment phase, triangular distribution and utility functionwere used for quantification and determination of the identified risks value. Riskresponse phase, the commonly used risk coping strategies, namely: risk aversion, riskmitigation, risk transfer and risk retention were unfolded, and this study also explored the choice principles of risk response strategy. Risk monitoring stage, based on thepurpose of risk monitoring and the process of risks analysis, this study pointed out theimportance of risk monitoring in risk management process, and briefly introducedseveral commonly used methods and means in monitoring phase.Finally, the new drug preclinical stage was selected as a case study for theempirical analysis, and the method presented above was described.
