With the emergence of new type of electronic products, it brings a lot of electronic wastes. There are lots of deleterious materials in these wastes, they must be disposed well, and otherwise, they will do great harm to the environment. Meanwhile, there is high recyclable and reusable value in these wastes. So the recycling problem of electronic waste has brought the attention of every country in the world. Especially in the field of design of recycling network, some researchers have studied in both the theoretical and practical fields. However, because of the complexity and uncertainty of the problem, it is difficult to solve, especially the quantitative analysis is little. On the basis of analyzing and comparing the different types of recycling network, considering the present condition of electronic waste recycling, a type of integrated logistics network which considers the coordination of forward and reverse logistics are put forward, and the function of every component of the network is explained. On the basis of the framework building above, considering the uncertainty problem in the course of recycling, the stochastic programming is applied in the modeling, and the MILP model whose objective function is the lowest cost of the network is built. And the calibrating method of every parameter of the model is also explained in the paper.According to the characteristic of the model, the software of Lingo9.0is applied to solve the model. Considering the relationship between the scope of electronic waste recycling network and recycling quantities, and the request of land use plan, the instance of low recycling quantity is calculated.
