| Chinese high-tech industry began the era of information in the 1980s, after nearly 30 years ofdevelopment, high-tech industry not only brings various aspects of life convenience to the peoplebut also tremendous changes in country, region and industrial structure. However, due to variousreasons, the development of high-tech industrial parks in China started late, the lack of innovativeability, the park management is not perfect, innovative incentives, laws and regulations do notbecome the power of promote the development of high-tech industrial parks, these issues are theyoke of Chinese high-tech industrial parks. To change the status quo, we have to learn thesuccessful experience of the domestic and foreign high-tech industrial parks and do not workbehind closed doors. Besides, according to the facts of the high-tech industries in China we shouldapplied the fundamental principles of their success experiment into Chinese high-tech industrialparks. This article analysis of the Silicon Valley and the Hsinchu Science and Industrial Park, androughly compares various aspects of Beijing’s Zhongguancun, in order to make some commentson the development of Chinese high-tech industrial parks. The paper is divided mainly into threeparts:First of all, the first part described several models and related theory of domestic and foreignhigh-tech industrial park, the theoretical part of research is absolutely crucial part of the contentsof the behind thesis. The mainly relevant Theories of this article high-tech industrial park includesix kinds of theory: scale economy theory, industrial location theory, growth pole theory, newindustrial location theory, technological innovation theory and competitiveness in Porter"diamond" theory. In addition, the introduction of five kinds of high-tech industrial park modelinclude the Science Park, Science City, the technology city, the high-tech processing zones, andhigh-tech zone and case make us more clearly to see the trend of domestic and foreign high-techindustrial park, and provide a reference for the development model of Chinese high-tech industrialpark.Secondly, the second part of the this paper compare the three high-tech industrial parks, mainlyresearch the development of high-tech industrial parks and the service system, further describedvarious practices of Silicon Valley and Hsinchu, focuses on the service system. The innovation ofthis paper is to comparative analysis Silicon Valley and Taiwan Hsinchu industrial park which twoparks as independent innovation and aborted a new high-tech. Though these two different courseof development and successful experiment as more comprehensive reference to explain the twomain development model of high-tech industrial park, explore the road of development suitablefor high-tech industrial park in China. Meanwhile we compare and find deficiencies in these twoareas of Zhongguancun, by extension, comparing some data of high-tech industries in China andsome countries, draw a conclusion that the proportion of the R & D funding of high-tech industry parks in China is lower than that in developed countries but high-tech industries has becomeincreasingly important for the country, high-tech industry has become an important part of themanufacturing industry. All of them provide supports for the opinions about the development ofhigh-tech industrial parks.Finally, the third part is some advices of the author for Chinese high-tech industrial parks,focusing on project approval mechanism, the management mode of park, the innovation system,the development of large enterprise groups, according to the actual condition of Park adjust theindustrial structure and government financial support. Among them, proposing the advices in thefour segments of the innovation system: established the dominant position of innovation ofenterprise, strengthen research cooperation, speed up to improve the technology transfermechanisms and intellectual property and technical standards. |
