Along with the acceleration of China’s industrialization and urbanization process, the government is carrying out a much larger scale of Rural Collective Land Requisition. Large quantity of agricultural land is used for construction, which entails a larger number of landless farmers and then causes series of social problems mainly involving the contradiction between the farmers and the government on the compensation for the requisition. It is therefore necessary to establish appropriate standards that adapts to this round of reform.After reading quantity of literature, the author, together with his research team, made a comprehensive investigation of the implementation of rural land requisition and compensation standard in Zhejiang Province, and successfully collected a large number of first-hand materials. The subjects of the survey include farmers whose land has been requested, cadres of economic organizations in villages, officials of towns and related departments. Through a systematical analysis and an objective appraisal, as well as the analysis of different social groups’ view on current standard, the author finds that the existing compensation standard has many problems, such as unreasonable methods, comparatively lower compensation, etc.Taking into account these problems and the basic conditions of the current reform, the author finally comes up with a new set of compensation standard for land requisition, scheme of the minimum compensation amount and adjustment regulations, which all conform to regional economic level, supply and demand relation of land and agricultural productivity.
