Nowadays, world economy is increasingly globalized and more and more enterprises are competing on a global scale. The projects that enterprises took on increased dramatically while the resources needed to complete those projects remained relatively stable. A core issue in project management is how to effectively and economically manage multiple projects simultaneously to realize the objective of every project. This research paper is positioned to solve real life enterprise problems. Under the guidance of modern management theory, especially project management theory, the paper employed both qualitative and quantitative method in analyzing multi-project planning and resource optimization.The first chapter provides a comprehensive review of the current research on domestic and international project management, enterprise management, enterprise project management, multiple project management and resource optimization. The future trend of development in those fields is proposed. The focus of this chapter is on network planning and enterprise resource planning. Based on a comprehensive analysis of the limitations of the current theories of the fields mentioned, the author proposed the the main reseach questions and the significance of this research. The second chapter analyzes the existing resources optimization theory and research methods. The problem of network plan resource allocation is introduced under three categories. A detailed explanation of the genetic algorithm in network planning optimization is provided. Resource optimization theories and methods at the enterprise level are introduced. Based on a comparison between the network planning and enterprise resource planning, analyzes and concludes the limitations of available theories and research methods on resources optimization which leads to the main research questions and structure of the paper. The paper also analyzes multi-project planning methods used in enterprises, which include an analysis of the significance, implementation framework and methods of modularization and rationalization of the multi-project management in enterprises; an analysis of the similarity and relevance among multiple projects; an analysis of the basic train of thought and method of multi-project consolidation through three specific cases; a study of the modularization method of multi-project tasks based on DSM (Design Structure Matrix) which can be used for project tasks between the closely related set of modular processing, thereby reducing the amount of information exchange between projects to facilitate the management, functions and to link organizational structure of enterprises.Chapter III analyzed the two levels of decision making of the enterprise multi-project resource allocation problem. Introduced the two decision-making method, a general model of two levels of decision-making, analysis of more than two commonly used single objective optimization problem, namely, penalty function and branch-bound method; the project resources, property, multi-allocation of resources between projects were classified; of the project when its own multi-project resource-constrained resource allocation problem between the two decision-making modeling method, and the establishment of a model, exploring a genetic algorithm based Hybrid heuristic algorithms. Chapter IV conducts applied research using specific cases. Chapter V Concludes that the research content in this paper is scientific and practical.
