It was ten years ago that China joined the WTO. In the natural monopoly industries, traditional basic service ones operate stably. Some emerging advanced technology natural monopoly industries, such as telecom industry, progress at an astonishing development pace and increasingly approach to the level of developed countries. However, with the development process in these industries, the unreasonable aspects also appear owing to the policies, markets and systems. Hence, long time the argument regarding feasibility and way of reform exists in natural monopoly industry and focuses on the issue of deregulation and competition introduction.Nowadays, the reform measures advocated by academics are mainly based on the reform histories of developed countries, western regulation theories and early Chinese market environment; nevertheless, ignore the temporary tendency and background of development in domestic industry. It is most important that Chinese systems and comprehensive strength is distinct from that of developed countries. Thus, reforms should follow the realistic condition of our society and economy, and explore economics theories and reform measures applied to market of developing countries under the background of economic globalization, rather than blindly replicate theories and experience of developed countries. This thesis concentrates on the argument of prior viewpoints.This thesis is divides into six chapters. Chapter One is the introductory segment, which introduces the research background and significance, research approaches and reason and research contents and innovations. Chapter Two primarily comments the significant parts of industrial organization theory, regulation theory and international trade theory concerning natural monopoly, which lead to the internationalized tendency in natural monopoly. Chapter Three and Four chiefly state the performance of transnational natural monopoly in rising country markets and important influences on reality and future. Chapter Five compare the reform of express and telecom industry, and the summary some recognitions about reform. Chapter Six provides some effective policy suggestions for future reform relied on the development situation in various industries now.
