The telecommunication industry is a high-tech, big-investment, and high-risk industry. Its regulation reform is an important issue in China's economic reform, which is under urgent research now. Using the methodologies of antitheses and emporium, this paper studies the history, actuality and trends of the regulation reform within china telecom industry. First of all, the development of China telecom industry and the background of regulation reform are showed, and some trends are forecasted. Secondly, nowadays regulation system and regulation policies are analyzed, which includes price regulation, entry regulation and interconnection regulation. The results show characteristics of reform process in China: (1) the social circumstance restraints the reformation; (2) the reform is a process of detachment of enterprises and government, and also a process of breakaway of government and capital; (3) the relaxation in regulation is a result of multiplayer game. Besides, the problems in this process are summarized as: (1) half-baked competition scheme; (2) incapacity of regulating in telecom industry; (3) lack of standard in regulating process.By doing this, using foreign regulation policy for reference, some advices are given about the regulation-system rebuilding: the final target, which is augment of the total social welfare and enhancement of the ability of competition of domestic enterprises, should be reached by realization of reasonable market structure and definitude of property right; and thus reform mode of current regulation is given. The results show that something should be done about the regulation within China telecom industry, such as: (1) presenting of regulation office and standardization of regulation;(2) detachment of enterprises and government to boost play as market member;(3) building canonical market entertainment.
