At the same time, balance the interests of the tobacco industry is the need to pursue "two first" principle in the construction business practice of the tobacco industry.In this dissertation, it used Sichuan Tobacco as the research object, and also used Sichuan Tobacco that around the establishment of Sichuan "tobacco province" of the strategic objectives as the research background, fully considered the external environmental conditions of economic globalization and Recognized the potential "Double-edged sword" effect by tobacco monopoly system. Then, it proposed and demonstrated that Sichuan Tobacco directs confrontation with the international tobacco giants, which have been inevitable. We must seize all available opportunities to accelerate development and enhance their core competitiveness of enterprises, to improve the strength to participate in the international tobacco market competition, can stand in the international tobacco market have a seat. Balance of interests is our core competence to form an important mechanism.This dissertation argues that to achieve the balance of interests for tobacco industry, we must adhere to Deng Xiaoping Theory and "Three Represents" as guidance to the scientific development concept to guide the overall situation, and people-oriented principle; uphold the "supremacy of national interests, the interests of consumers first" principle, to achieve a breakthrough on the values. Adhere to the principle of common development. Take care of the interests of state, enterprises, farmers, workers and social interests of organizations and individuals. Support the tobacco development of old revolutionary base areas, ethnic minority areas and poor areas, to achieve common development and common progress. Adhere to the principles of sustainable development. To focus on long-term interests, all work should be focused on the company’s future sustainable development.Construction of Sichuan Tobacco balance of interests needs to focus on handling the following interests. First, deals with the interests between the state and business and safeguard national interests. Second, deals with the tobacco business enterprises and farmers interests. Third, deals with the relationship between the interests and cigarette retailers. Fourth, deals with the relationship between the interests of consumers. Fifth, deals with the interests of business and the cigarette industry relations. Sixth, deals well with employees have interests. Staff is the wealth of enterprises development, is the power source of enterprises survival and development.Based on the analysis and summary, this dissertation has mainly researched the three parts of measures on promoting Sichuan Tobacco’s development of the balance of interests. The first part is the research on integration of the tobacco industry chain to improve the overall competitiveness of tobacco in Sichuan. First, comprehensively promote the construction of modern tobacco agriculture; protect the interests of farmers; developing a solid strategic alliance with the tobacco. Second, establish a comprehensive marketing network to promote the construction of modern cigarettes. Provide more support for retailers to improve their income in several areas such as price, distribution and logistics. Third, develop the brand, build new business relationships. It should provide more service in brand development, market information collection and other aspects of the cigarette industry. Sixth, corporate social responsibility and return to the community. Fourth, strengthen supervision and management of tobacco monopoly, to create a good market environment, and to safeguard consumer interests.The second part is the research on management strategies of promoting the inner construction of the company should include:First, to form governance structure of the balance of interests. In the daily management of the enterprise to establish a "stakeholder inclusion mechanism"; in the formal structure of corporate governance arrangements, to strengthen the "weak" protection of stakeholders; to establish specialized agencies and management interests; and reform financial accounting goals.
