Many domestic metropolitans’airports have been transferred to new location after 30 years of opening and reform, especially the last decade. There is short of research on the airport fixed asset investment investigation during transition. This paper is focused on the importance of fixed-asset investment and the way to solve the confront problems about KM airport. It is crucial to maintain the surging KM airport transportation business as it concerns on cutting unnecessary investment meanwhile.KM new airport is a vital hinge airport in southwest China, The fixed-assets investment control plays a great role in future airport financial operation. It takes great effect on development of future airport SER. KM new airport is established by central government, which would change the YN and southwest China civil aviation industry dramatically.The new airport function area has been located and runway optimum process is packaged. The huge infrastructure project feasibility report has been authorized by NDRC and submitted to State council. Now the new airport terminal design is finished and the new airport will emerge soon.As the domestic airport industry reform goes on, the local government encourages QF, open aviation right and reform of investment system has led cash flow into domestic airport industry. Domestic airport faces great opportunities and fierce market competition as well. The new KM airport’s construction will take initiate and expertise to KM’s non-aviation development. Based on the airport environment comprehensive construction, it is a good opportunity to develop the non-aviation business and attract more foreign airlines to open new long haul lines to connect the west to east. In the future the non-aviation business will create more value added service to meet the customers’ expectation, earning social acknowledge and keep passengers’loyalty. It is a wise option to invest non-aviation assets and minimum the fixed-assets investment. The paper concludes the experiences of the fixed-assets investment throughout the world. Figure out the control point and weak point during the airport transfer period according to the real data analyses and former precious experiences. It will provide great think tank for KM new airport and scientific support to any other major airport transfer investment cost control. As a SOE, KM airport needs to take advantage of the government policies and under the local authority’s management to tackle various problems effectively and efficiently, and keep the service state-of-the-art.This paper consists of five chapters:ChapterⅠ, Introduction of the research purpose and meaning, review aboard and domestic airport transition cost control.ChapterⅡ, KM international airport transition history and necessaryChapterⅢ, KM airport transition period fixed-assets investment basic theories and content.
