With the rapid economic development and social progress, China’s consumption of resource and energy has been ranked the second in the world. In view of this, the government set the target of reducing 20% of the energy consumption by 2010. The energy saving and emission reduction have become the responsibility of the whole country. As the basis of energy consumption, the power industry should actively participate in energy-saving and emission reduction. In the context of energy-saving and emission reduction, China’s electric dispatching mode has been changed to a brand new energy-saving dispatching now, which is actually a kind of competing consumption for generation. It is bound to have a deep influence on the generation dispatching, while bringing the interest re-allocation and portfolio in various subjects and links of the power industry.There are six chapters in this paper. In first chapter of this paper, the energy-saving emission reduction status home and abroad and China’s dispatching mode are reviewed. The energy-saving dispatching policy is discussed in the second chapter. The overview of Sichuan Power Grid is introduced in the third chapter. In the fourth chapter, the optimal generation strategy of hydropower group in a river basin in the energy-saving generation dispatching mode is researched, and the solution of time and space optimization is discussed. An example of hydropower group in a river basin is calculated in the fifth chapter. Finally, the conclusion is obtained and many suggestions are provided.The conclusion of this paper is:The optimal generation strategy of hydropower group in a river basin based on energy saving generation dispatching can optimize allocation of limited energy input from a long-term period to a short-term period to achieve optimal hydropower dispatching in the long-term and short-term, which can strive to maximize the purchase benefits of a company and to meet the requirements of generation enterprises and reservoir utilization. The criteria of a hydropower group in a river basin is to minimize water consumption based on a given load or to maximize generation based on a given water input of power plants, meeting the requirements of the integrated utilization departments.
