Since the reform and opening up, China has made remarkable achievements: rapid economic development, significant improvement in comprehensive national strength and significant improvement in the living standards of urban and rural people. At the same time, a number of contradictions between social and economic development which constrains the socio-economic development begin to show up, urban-rural disparities, urban-rural dual structure are key areas influence and restrict the urban and rural socio-economic development. An effective solution to those problems between urban and rural areas is a prerequisite to achieve sound and rapid development of the whole society and moderate prosperity. The CPC and the government paid great attention to urban and rural development, promoting rural development, reducing the gap between urban and rural areas. The Sixteenth National Congress of the CPC put forward the "Overall planning of urban and rural economic and social development" strategy; make the overall planning as an important strategic measure to promote the development of urban and rural areas and reduce the gap between urban and rural areas. During 2004-2009, the 6 No.1 Central Documents are all important measures in the process of China’s overall planning of urban and rural areas. Chengdu, as a national comprehensive reform experimental zone, in the practice of promoting urban and rural balance, implemented a series of important initiatives to promote rapid economic development both in urban and rural area, continually improved the overall planning process.This paper uses a method with combination of qualitative and quantitative analysis, studied urban and rural co-ordination theory more comprehensively, defined the concept and connotation of urban and rural co-ordination more clearly. Combined with China’s urban and rural situation, it selected some basic indicators to evaluate urban and rural co-ordinate process, established the target value of basic indicators, determined the index weight by using analytic hierarchy process method, built the index system of urban and rural co-ordinate process. With using the data of 1989-2007 in Chengdu, the paper carried on the analysis of urban and rural co-ordinate process in Chengdu, studied the rule of time and structure. On this basis, the paper also studied the factor which influenced Chengdu urban and rural co-ordinate process, used quantitative analysis to build a multiple linear regression model, based on the stationary tests and co-integration tests, find out three main factors and their influence with using the least-squares method.The main features of this paper are as follows:First, based on exploring the concept and connotation of urban and rural co-ordinate system and combined with China’s reality, the paper put forward by using urban and rural co-ordinate indicators to evaluate the progress of urban and rural situation, select the basic indicators, Built urban and rural co-ordinate evaluation system, determine the index weight by using analytic hierarchy process method.Second, by using a method with combination of qualitative and quantitative analysis, the paper does the research on the influence of economic investment, the government allocation of resources, and level of urbanization. Also, based on the stationary tests and co-integration tests, the regression analysis focused on the factor which influenced Chengdu urban and rural co-ordinate process, it include the increasing amount of fixed asset investment in whole society, agricultural spending and built-up area and other factors.The lacks of this paper are as follows:First, although we has built the urban and rural co-ordinate evaluation system, but as the wide range of urban and rural covers, some sub-indicator in urban and rural co-ordinate evaluation system still needs to be further improved in order to achieve the purposes to reflect the situation of urban and rural co-ordination process more scientific.Second, this study only includes the time series variation in urban-rural co-ordination process, but not included the variation in cross section, which are the characteristics and laws of the index in Chengdu. And without the research in the factor of influence the regional differences between the urban and rural co-ordination process.The next step in this research:Further examination on the applicability of urban and rural co-ordinate evaluation system in different cities and regions, improve the urban and rural co-ordinate evaluation system; further study of the system’s variation in different cities and regions, further research on the factor’s regional differences and characteristics in affecting the process, Explore the internal variation of the changes in urban and rural co-ordination.
