The rural credit cooperatives of our country have experienced many reform baptism and tortuous development since they were built in the early 1950. They are already the leader of our rural finance and play a great part in developing agriculture, rural areas and farmers. The reform of the rural credit cooperatives receive attention from all sectors of society in the process of vigorous supporting "three rural" development and speeding up rural financial reform. This paper is in the background of a new round of reform of rural credit cooperatives that are launched since 2003 and conducts a study and analysis of the reform of rural credit cooperatives in Chengdu. Combining of Chengdu rural credit cooperatives of the current round of reform and development results achieved in, it also makes some exploratory recommendations to the other parts of China in the next step in the reform of rural credit cooperatives.This paper is divided into six chapters, and the main structure is as follows:ChapterⅠis the introduction. It gives a general introduction to the research background of this article, the significance and research topics of the main ideas and the main methods.ChapterⅡis an overview of the development of Sino-foreign credit cooperation. It focuses on the development of foreign cooperation credit, including the typical pattern of foreign credit cooperation, foreign credit cooperative development experience, and credit cooperative organizations abroad, the current development of a new direction. It also introduces the development of the country’s rural credit cooperatives from terms of the country’s rural credit cooperatives in various stages of development, national progress of the reform of rural credit cooperatives, as well as its presence in the reform of the main problems, challenges, etc. It analyzes the country’s rural credit cooperatives in the development of the existing problems, providing relevant case reference for the specific study in the reform and development of rural credit cooperatives.ChapterⅢis the development of rural credit cooperatives in Chengdu. It mainly introduces the history and the various stages of development characteristics of Chengdu rural credit cooperatives, Chengdu joint-stock reform of rural credit cooperatives that existed before carrying out a series of specific issues, as well as Chengdu in the new round of reform of rural credit cooperatives when the development of the status quo, proving the study in the reform and development of rural credit cooperatives in the choice of strategies to provide relevant factual basis.ChapterⅣis the reform mode selection of Chengdu rural credit cooperatives. It mainly introduces the choice of reform model in the new round of reform of rural credit cooperatives, in accordance with the national and Chengdu reform policies. Using the SWOT method it gives a detailed analysis of the strengths, weaknesses, opportunities and threats in the choice of joint-stock reform of rural credit cooperatives.ChapterⅤis the effectiveness and measures of rural credit cooperatives reform. It mainly introduces the Chengdu rural credit cooperatives’concrete measures in advancing the reform from the terms of property rights system innovation, system innovation system, business development strategy, human resource management. It also introduces the achievements in the reform and the development prospects from rural credit cooperatives into rural commercial banks.ChapterⅥis the inspiration and advice. It gives the conclusions of this research in the summary of Chengdu rural credit cooperatives’reform road. It also gives the analysis of the challenges faced in China’s new era of financial institutions and the development mode selection mechanism, institutional innovation, financial services, innovation proposals to the future reforms of rural credit cooperatives.Because of author’s knowledge and time constraints, there may be some omissions and inadequacies.
