Nowadays in China, People have pay attention to"three-dimensional rural issues"extremely, which means the agriculture, the country and the peasant. The rural financial system reform is related to farmers, agriculture and rural economic development overall. In recent years, a major event in China's financial reform is to deepen reform of rural credit cooperatives. China's financial system, rural credit cooperatives as an important part of the main force in rural finance, and with the peasants of financial ties, in China's agricultural and rural economic development in the increasingly prominent position. Shoulders the heavy responsibility of supporting agriculture, but rural credit cooperatives can not effectively play its role, the current construction of rural credit cooperatives in China both in its own building, or in adapting to the " three-dimensional rural issues " service requirements and so on, there are many problems .Especially in the property rights system, operations, the performance of the internal control system, mainly lack of clarity of property rights, inadequate corporate governance structure, operational mechanisms and internal control systems, and government support for the establishment of such system yet not be established. Therefore, the reform of rural credit cooperatives in China is inevitable.This paper attempts to explore the root causes of rural credit cooperatives, background, explore in the present circumstances, application of traditional principles the possibility of cooperative system, which give a new model of rural credit cooperatives reform. The main contents and the view is that the key to the historical lack of reform of rural credit cooperatives, uncertainty of property rights. The Property rights are the core and foundation of reform of rural credit cooperatives, only reshape the system of property rights; reform could be taking a substantial step. This will be the basis of comparative analysis, combining empirical analysis, logical reasoning, and layer by layer to start. The main contribution of this paper is the introduction of property rights theory of economics and management, rural credit cooperatives in China's process of careful analysis of the development of history. Study the causes of the alienation generated, and focus from the viewpoint of property rights, the necessity and feasibility of system innovation. This article also incorporates some grass-roots work experience of the rural credit cooperatives into the case and the facts of this article and the basis of the analysis. Deepening the reform of rural credit cooperatives in the article, part of the proposed reform program is also more innovative ideas, and have some real meaning and persuasions.
