| After several rounds of macro-controls, most cash-rich real estate companies striveforward the market of second-tier cities frequently which speed up their pace of layout inthese cities. Land market in Beijing and Shanghai which belong to first-tier cities iscooling down, whereas real estate prices keep rising in second-tier cities especiallyprovincial capital cities. This phenomenon causes growing government’s and thecommunity’s concern about a sustainable and healthy development of the real estateindustry in second-tier cities.First,the author commentates the macro-controls of the real estate market,reviewtheir effects on real estate prices. All the macro-controls executed between the year of2003and2011are divided into4stages, then the author gives reasonable evaluation ontheir effects respectively.Second, based on discuss of the series of “new policies of real estate†executed in2011, the author interprets this new round policies. By using the method of real estateappraisal, the author analyzes the theory of utility appraisal. The author choosesNanchang city which is representative of second-tier cities as a research object, appraisesthe price of concrete housing projects using the method of utility appraisal of real estate.By contrasting with the price that before the new policies, the author analyzes the effectof the new policies on the housing price, then the author offers a series of reasonablesuggestions on how to contain housing price in second-tier cities and safeguard people’sdemand of housing so as to give some reference to moderate present high housing price,so that the trouble that middle to low income persons have difficulty to buy house can beresolved and realize the government’s goal “Home ownership scheme estatesâ€.Last, in view of negative comments on the new policies, the author offers severalconstructive suggestions such as levying the property tax so as to relieve the rigidity of the mass’ demand for housing and limit the range of rise in housing price; putting more efforton construction of security room; adhering to the macro policies of not to shake,consolidating the existing achievements and seeking for long-term mechanism. |
