The Study Of Problems And Solution Of Affordable Housing System

Affordable housing system is based on the law of State or Government, through theredistribution of national income to ensure the basic living standard of residents in asystem. It is a practice in the housing sector of the social security system, and itsessence is the government to use the power of state and social system, throughadministrative means for low-income families, especially those living in difficulty tosolve the housing problem. Along with economic development and urbanization,China’s urban housing growth in the demand was rigid, but with continually risinghouse prices, ordinary citizens can not afford the high prices. However, housing is notan ordinary commodity, it not only relates to each person，but also relates to socialharmony and stability, therefore, can not completely rely on the market to solve thehousing problem, we must improve the security of the housing system. China’s supplyof affordable housing system includes: limit of commercial housing affordable housing,shantytowns housing,public rental housing and low-cost housing. This is to ourlow-income family housing security system as an entry point, analyze China’saffordable housing system, introduce their implementation status, discuss their problems,analyze reason of the problem, based on a complete set of measures that China’shousing security system, and propose strategic choices and policy adviceto improve the affordable housing system.This paper is divided into six sections: The first part is the conclusion introducingresearch background，theoretical and practical significance of research, purposes,content, technical route, the innovation and so on; The second part describes thetheories of affordable housing, including state intervention theory, theory of socialsecurity, and social exclusion; third section as examples of the United Sates, Germany,Singapore, Japan, and so on, describes the experience of different target mode ofcountries and regions. We derive the enlightenment of China’s housing securitysystem from it；The fourth part introduces the development stage of China’s housingsecurity system， and described the affordable housing system and current situationfrom five aspects of limit of commercial housing, affordable housing, shantytownshousing, public rental housing and low-cost housing, at last propose the problems ofaffordable housing system in China from four aspects of land, capital, operation of thesystem and legal; The Fifth part is main chapter. According to the last part of the issues raised, it propose strategic choices and policy recommendations to improve theaffordable housing system from four aspects of land, capital, operation of the systemand legal， and propose the establishment of the Housing Volume to solve theproblem of migrant housing security issues and protection of land for housing theeffective use of rural land for construction.The sixth part is the conclusion of the article.
