Since the monetization of housing reform, resident’s housing conditions havebeen some improved. But this also brought the problems like land prices and housingprices rising suddenly and sharply, the overheating of real estate market, rising offinancial default risk and so on. With accelerate of urbanization, how to solve theproblem of low-and-middle-income families’ demanding for housing, need a newangle and wisdom. This thesis argues that as a special housing form, cooperativehousing has its value and necessary. It not only can do a certain amount ofcrowding-out effect on real estate bubble, guarantee low-and-middle-income class’shousing right, but also can a lot of affect on democratic construction and civicparticipation. The government should combine the economically affordable housingand the cooperative housing, promote the development and perfect of housing securitysystem together.The thesis mainly adopts qualitative analysis, interdisciplinary research methodand case analysis, First of all, it comb the development history and evolution ofpolicies of Chinese cooperative housing in each period, using transaction cost theoryto comparison the cost of the collective cooperative housing and individualcooperative housing, explore and analyze the law and polity plight of individualcooperative housing. And then the thesis use the Germany and Sweden as the case onthe basis of it development level in cooperative housing, analyze both of theirorganization mode of housing cooperatives and government policy of land, legal,financial, taxation. And through the analysis of status quo in China’s real estateindustry and manufacturing, get a conclusion of cooperative housing’s value andsignificance in the field of people’s livelihood, the real estate industry transformation,national regulation, macroeconomic. And it all to argument the need for existence anddevelopment on this basis, the thesis finally try to give a new develop thought oncooperative housing and design a set of specific policy working way.
