A Study On Upgrading Of Logistics Industrial Cluster Based On The GVC

In order to maintain competitive edge, the multinational corporations fromdeveloped countries firmly control the R&D, design, brand and sales sectors, lowvalue-added sectors such as manufacturing were shifted to developing countries andregions, thus forming the global value chain. The global value chain requires theallocation of resources and selling products worldwidly, thus a higher level service ofthe logistics industry was required. However, China logistics industry only undertakeslower value-added sectors such as transportation, storage, handling because of thedelay development. Therefore, to find China’s logistics industry upgrade path isparticularly important.In this paper, based on the theroy of global value chain and industrial cluster, wechoose the logistics industry cluster upgrading as our research object, elaborate thedifinition of logistics industry cluster upgrading according to industry “smile curve”,analyse the internal and external upgrading mechanism from two aspects of creatingclusters innovation network and embedding in the global value chain, put forward twoupgrading path with the goal of improving technological innovation capability andmarket expansion ability. On the basis of this, we get the conclusion that theupgrading ability of logistics industry cluster depends on its ability of technologicalinnovation and market development.The logistics industry cluster evaluation index system is established from fouraspects: the upgrading resources, the inputs and outputs of technological innovation,the ability of market development and the support of upgrading environment. Throughthe questionnaire, SPSS16.0and improved three scale-AHP of indicators, the initialindex set was selected and optimized. Finally, an empirical analysis is implementedwith the evidence of Hunan logistecs industry cluster by the fuzzy comprehensiveevaluation, finding that the upgrading ability of Hunan logistecs industry cluster isweak, thus the corresponding suggestions to enhance the ability of upgrading wasgiven from logistics company, logistics industry cluster, as well as government.
