Rapid changes of market demand for new requirements to enterprises. Sometimes asingle enterprise can’t meet the requirement and seize the opportunity of the market due to therestriction on technology, equipment, logistics, capital, brand awareness etc. The virtualenterprise is which with the market opportunities as the breakthrough point, a number of jointenterprises contribute to core ability, establish the cooperative organization throughinformation network. The successful applications in the virtual enterprise have partially solvedthe problems. But at present virtual enterprises still keep a higher failure rate, the main reasonis the lack of scientific and effective management mechanism. The scientific performanceevaluation is an important part of the efficient management in virtual enterprises, can timelydetect the problems existing in operation. Due to the particularity of virtual enterprise, theperformance evaluation object, evaluation procedure, evaluation index is different with thetraditional enterprises; this paper designs a performance evaluation model for virtual enterprise,in order to solve this problem.Based on the researches of the relevant theory of virtual enterprise and performanceevaluation, by summing up the characteristics in virtual enterprises, this paper comprehensiveconsider the characteristics of virtual enterprise performance evaluation in the organizer mode,designs the virtual enterprise performance evaluation process model from the organizerperspective; Analysis of the focus on the virtual enterprise performance evaluation, that inaddition to the traditional financial management, customer management, strategic management,internal management process, should also include the relationship management, knowledgemanagement and distribution of interests; And obtained the performance influence factors invirtual enterprises. Finally the paper gives the methods and steps about virtual enterpriseperformance evaluation, design5first level indexes and34second level indexes with thebalanced scorecard, and calculate the weight by AHP method. Take the Little Swan Company as an example to verify the feasibility of the method.This paper will be helpful for the organizer types of virtual enterprises grasp the virtualorganizations’ overall performance, found problems timely and changes of internal andexternal conditions, and enact the future business plans properly, play partner enterprises’advantages adequately, integrate the resources to maximization, obtain first-rate economicbenefits, and achieve the virtual enterprise’s operation objectives.
