After the end of the Cold War, due to the reduction of military spending and lead tothe integration of the military-industrial complex and market-oriented, win-win for therealization of the military industry and civil industry and the implementation of militaryand civilian, around the world are competing to enter the adjustment of national defenseconstruction boom. China from the seventies of last century, the military industrialenterprises, comprehensive implementation of the conversion of military research andproduction a major adjustment, turn to serve economic construction. With the countriestaking economic construction as the center and the deepening of reform and opening up,the guiding ideology of the national defense scientific research and military productionturned to serve the four modernizations, the implementation of military and civilian,peacetime and wartime, the military eugenics China to raise military approach, a singlemilitary system, progressive reform of the military and civilian defense-related researchand military institutions.The implementation of the conversion of military enterprises of their productsinvolved in the various areas of the national economy has made remarkable achievements,but also encountered such as product mix is not quite rational, scientific andtechnological achievements and talents are not being fully utilized, restricted dual-usetechnology development, slowing the pace of development of high-tech industries. Inorder to give full play to the technical equipment and personnel of the militaryenterprises to adapt to market competition should be developed so that the externalenvironment, internal conditions and the conversion of the dynamic equilibrium betweenthe three strategic objectives to achieve the strategy.This paper first introduces the domestic and international strategic management of the status quo, as the theoretical basis of this article. Secondly, the SWOT analysisShaanxi opened the Pioneer Co.Ltd. to develop conversion strategies, the key factors ofthe external and internal, External Factor Evaluation (EFE) matrix and the internal factorevaluation (IFE) matrix, these factors quantitatively analysis, the ability of theconclusions of external opportunities for the company, to avoid external threats, play totheir advantage, to make up for the disadvantage. Third, the use of the SWOT matrix,combined with Shaanxi to open the internal strengths and weaknesses of the PioneerCo.Ltd. external opportunities and threats, strategic match to select and come to thecompany’s appropriate to adopt the development strategy to achieve the conversion.Fourth, the combination of Shaanxi to open the actual of pioneer Co.Ltd.a strategicvision for the overall strategy, competitive strategy and functional strategies. Finally, thestrategic implementation of the principle of safeguards implementation of the strategyand strategic control of the way.
