Since1980s, FDI has developed rapidly on the global scale, and it has playeda huge role in promoting world economic especially in developing countries. Withthe development of FDI, the proportion of services industry has increasedgradually. The service industry FDI has become a major part of the world FDI.Amount of China’s service industry FDI is also increasing year by year, for thefirst time; it surpassed the manufacturing sector FDI in2011, to be the mostcompetitive industry in attracting FDI. Owning to the massive FDI flow toservices industry, it is necessary to make a study on its impact of China’s serviceindustry.In this paper, by measuring the technical efficiency of service enterprises andanalyzing the various factors affecting it, we study that if FDI can contribute toimprove the efficiency of service enterprises in China, providing the empiricalsupport on the selective introduction of services FDI. By analyzing the variousrelated factors influencing the technical efficiency, we provide some support to theenterprise in the process of technical efficiency improvement through reforming.We chose data of the national economic census in2008, and randomlyselected10000enterprises as sample over90million enterprises. By analyzingwith the SFA and DEA model, we checked the effective elements to technicalefficiency of the service enterprises including FDI. In order to get a better knownabout the FDI impact on the technical efficiency of different enterprises, wedivide the whole sample enterprises into three types: large, medium, small andmicro. The results showed that the FDI hinder the upgrading of the technicalefficiency of the whole service enterprises in China, but it can promote thetechnical efficiency of the small and medium-sized enterprises.
