The history of enterprise pension begun from the America from the 17th century, at the beginning the pension is a kindness from the employers which incarnates humanitarianism. With the developing and perfecting of Old-Age Insurance System, enterprise pension considered as complementarities to the Old-Age Insurance System developed quickly in western. At the late of 20th century 70 year, under the influence of the economic crisis and aging population, basic pension system in a serious financial crisis, the phenomenon of fund account deficits had become prominently, the drawbacks of a single old-age security model increasingly exposed. Lots of countries have fund the way to solve the problem, in the reform process, the enterprise annuity as a role that eases the financial crisis and the responses to population aging crisis is becoming an integral part of the "three pillar" pension system spark plugged by the World Bank.In addition to improving the elderly support system, easing the financial crisis and responding to population aging crisis, domestic and foreign scholars through analyzing the relationship between the enterprise pension and human resource management have the following result:establishing enterprise pension can help to attract, retain and motivate key employees. Since 1990,China has began to explore and establish the enterprise pension system, the development of enterprise annuity in the country has gone through the stages of exploration and research, pilot operation phase, system development, comprehensive promotion, revised regulations and vigorously promotion. Despite nearly 20 years of exploration, it is still on the stage of beginning stage. There are few companies establishing enterprise pension including the very few national companies, mostly large state-owned enterprises and monopolies. Domestic scholars consider the lack of motivation to establish enterprise pension is the main reason of the low rate of establishing enterprise pension. During the empirical investigation and data analysis, the author found that employees in the companies which establish pension have low enthusiasm and initiative to attach it. Therefore it has a reality meaning to analyze the concerns of the employees and how to solve it.This article considers the enterprise pension as a investment which used as a encouragement tool by the enterprises. The authors through research the employees of China State Construction Engineering Corporation find the reasons why they do not want to participate in corporate pension and analyze the relationship between enterprise annuity investment and housing consumption. On this basis, I analyze how the enterprise pension distribution to the human resource management and what is the prerequisite, then make up to the previous research. Increasing the "interesting" of the employees to attend the enterprise pension, through analysis the "needs" of the employees. All of these can help increase the rate of participation and enhance the competitive of our enterprises in the international market.
