Residential health card is a computer identifiable, integrated circuit card (IC card), which can be used as a social security card, a medical treatment card or a new rural cooperative card. It is a basis of carrier, which is able to record medical information of a lifetime of a person on. When residential health card project has been officially launched in various regions, each region’s Health Department began a gradual establishment of Health Information System, which has residential health card as a link, covering health administrative departments, medical institutions, integrated public health service agencies, financial institutions at all levels.The establishment of Health Information System of the residential health card includes the construction of the underlying hardware facilities and construction of software systems. Residential health card has a memory function. Data stored in the card are:the residential identification data, the card identification data, the fundamental health data and management data. Residential health card’s business application module (residential health card’s data reading and writing module) is used to complete the entry of the data from the software interface, save the data to the file, to read and write of the data. It is an important module in the software system.Firstly,"The technical specifications of residential health card","The command set of residential health card’s user card" and "Application specification of residential health card", that are closely related to the design and software realization of the card’s business application module were analyzed in the paper. Secondly, brief demand analysis and the overall design of the software of the residential health card’s business application module were made in the paper. Finally, the design and testing of the health card’s thirteen sub-interfaces, corresponding to the health card’s thirteen sub-applications were discussed in detail in the paper.The emphasis of the paper is the implication of each sub-interface’s card operation portion, including the processing of each sub-interface’s data items and realizing the data exchanging of data items of each sub-interface and the card, according to the rules of the card’s business application in "Application specification of residential health card" and the rules of commands and responses of the card in "The command set of residential health card’s user card ".The difficulties of the paper are:in the specific sub-interface, when executing reading or writing process of the data items list information, the implication of data type conversion algorithm; in data security part, in the writing data flow, the implication of security message transmission’s encryption algorithm and decryption algorithm and solving MAC algorithm and solving authentication data algorithm in the external certification flow. The card issuers’ basic information sub-interface, cardholder’s image information sub-interface and hospitalized information sub-interface were selected as representatives, then these three specific sub-interface’s design ideas, implementation methods and processes were analyzed and researched, and the specific program and implementation code of key parts were given in the paper.The residential health card’s business application module, which developed in the Visual Studio2005, using MFC, via programming and constantly debugging and testing, the expected functions were realized: entry of the data from the software interface, saving the data to the file, reading and writing of the data of the four major categories of data.
