With the progressing of some national projects such as the Safe City, the video surveillance industry for security has been having a rapid development. The technology in video surveillance field has been gradually mature, future promoting the development of video surveillance industry. And the video surveillance systems have been allowing for high-definition cameras and connecting to the Internet. However there are still some practical technical problems to be solved, which has been the widely use of high-definition video surveillance. In the whole system, the transmission of the high-definition video has become the bottleneck for video surveillance systems. In the current high-definition video surveillance system, there is a high-definition camera in the video acquisition end, and then compressing the image data and sending the compressed data into Internet. In order to adapt the network bandwidth of Internet, a compression method with large loss has to be used, and of course the video at the broadcast end plays with poor quality, therefor there is been no high-definition advantages and even reach the purpose of video monitor.This paper presents a self-adaption transmission system for high-definition video, with the approach of image segmentation. On the monitoring demand of the receiving end, the system segment the image to emphasis area and non-emphasis area, and the two different area use different loss compression, which will reduce the data flow through the network. Meanwhile the system enhances the adaption for network environment, dynamically adjust the transmit speed of system according to the network environment, which not only making fully use of the network bandwidth but also preventing the network from congestion. The system effectively resolves the contradiction between the requirement of network bandwidth for the high-definition video and the bandwidth insufficiency.In this paper the first chapter mainly introduces the present situation and development trend of the high-definition video transmission technology, as well as analyzes the characteristics of high-definition monitoring video and the feasibility of the image segmentation. The second chapter of this paper briefly introduces the technology of the high-definition video transmission. The third chapter firstly discusses the demand of the system and the overall scheme design of the system. The fourth chapter introduces in detail the specific system solutions, as well as the system and the realization method of key technologies.
