With the widely coverage of wireless networks such as3G and WIFI,the high-bandwidth based applications on mobile network equipment has got a very good development. Streaming media technology has a wide range of applications on the Internet,however,its development is limited because of the requirements of high quality network.This paper describes the design and implementation of an Android platform broadcast system having network perception. Design a KRTA algorithm to enhance streaming media transmission quality in wireless networks.This paper first analyzes the trend of mobile Internet development,and then describes the prospects for the SIP protocol in the the VOIP field of application, making the judgement that SIP phone will become the standard of the future intelligent terminal equipment. According to the analysis above, we have designed and developed an Android platform phone broadcast application which utilizing SIP protocol in order to get extensive development in the future. The paper then analyzes the characteristics of streaming media transmission in a wireless network, and proposed the KRTA algorithm to ensure the efficiency of transmission in streaming wireless network when the packet loss rate is too high, got the state of the network based on cooperative sensing perception and made transmission strategy. In this paper,the whole system is divided as the server-side and mobile terminal, writer respectively elaborated their design and implementation.Finally, the KRTA algorithm performance simulation experiment results show that the algorithm can improve the transmission quality of streaming without increasing network traffic. Meanwhile, we did functional test to entire system, which prove that the system can complete the designed function: capture video through cell phone camera and transfer it on the server live for users to watch.
