As the promotion and wild application of the Internet of Things, more and more underlying data can be collected by all kinds of sensor equipment and sensor networks. Those data will be processed and used to support upper-layer applications. But if we observe the applications of Internet of Things in one industry or one region, we can find they are separated from each other, and there are a mass of redundant data and duplicate constructions. The reason for this condition is that there is lack of the unity of the data management. So we need to construct a public data platform for the Internet of Things which can realize the management to all kinds of data and the support for full-scale business, which is meaningful to push the development of the Internet of Things.This paper carries on research on overall architecture and key technology of Internet of Things; analyses practical necessity of public data platform; proposes a whole construct solution for the platform. The paper presents the overall design scheme, internal logical structure and the process of function realization. In the data collection module, we use distributed technology and data collection framework and process function expansion and improve. To realize real-time processing and the flexible processing rules, the paper develops a whole rules engine system and designs language to express business rules. The paper also uses the public data platform to set up real experimental scene. After testing, the function of the system can achieve the actual application requirement.
