LNG is one kind of high efficient, clean energy, is the world’s chasing hot spots. As LNG plant scale, production capacity is more and more biger, the intensity of production equipment is getting higher and higher, and LNG itself is flammable, explosive medium, in the event of accidents, which will be great affect on casualties, economic losses and social influence. It puts forward higher demand on control system, especially the safety instrument system.The integrated Control and Safety System is designed based on Australia LNG project in this paper. ICSS system consists of DCS, SIS and FGS system. DCS system is used for the process monitoring, the SIS is used for safety protection and emergency shutdown system, and FGS perform the monitoring, alarm and control of Fire and gas detection. The Integrated Control and Safety System is Emerson Delta V system for this project, this paper mainly described the SIS system design and application, introduced the development history of the safety instrument system, LNG Process Philosiphy and ICSS System architecture; Focus on the safety Philosiphy of the SIS system, hardware configuration, software configuration, and interlock logic design of emergency shutdown system.Finally, the integrity test of SIS system is implemented to ensure that the function of SIS system hardware and software running in good service and put into normal operationl; verified the SIS design satisfies the requirement of process safety protection to insure the production equipment and personnel safety. As well as the reference and guidance for the SIS system design and application of other LNG project in future.
