CurrentlyChina is confronted with the dual economic and social developmentthehe country is in a crucial period entering into a new five year plan and constructionof socialist modernization of the third step of the strategic plan. In this context thecounty is in need of a good safety order and harmonious social environment. However,in recent years,countries in the world face frequently such as earthquake, tsunami, andtyphoon world major natural disasters. No exception of our country. These disasters hascaused incalculable losson the national property,given a mortal threat to people’s lifeand created serious harm to the public security environment. The contradiction of allkinds of incidents and the harmonious society has very prominent and how to managethe emergencies situation has been very serious. Non-emergency public emergencymanagement includes four fields of natural disasters, accidents, public health, socialsecurity etc.also involves the national critical infrastructure and key places. Therefore,the emergency management system, a set of effective coping with non-emergencies, isimportant and urgent.Emergency management involves many departments’ collaborative work andneed to obtain information related to these sectors. However, in emergencymanagement there is massive data,But these data sources is with the characteristics of time, multi-source,distributed, heterogeneous, multiple specificationetc.Especially that characteristicsofmulti-source, distributed, heterogeneousbring great difficulty to obtain basic industryinformation and services quickly and accurately. Data registration center is a massivedata management mechanism, it uses the metadata organize dispersed organizationand integration in the cloud to provide unified query interface to the clients. Data registration center industry uses the labeling management of metadata to store datastorage resources, this is the base of realizing data unified management. Multiplesources of data will be resisted by the data registration center industry after becollected. The users can access the data through the unified data interface. Combiningthe data register center and emergency management, the problem of get emergencymanagement service cloud data and services accurately and fast can be solved, so asto help formulate emergency processing plan.DOA,DataOrientedArchitecture, a system architecture model, it takes the data asthe core,toidentify the main line, by the exchange of standardized data registrationmechanism in XML and data based on multiple systems, to realize data sharing andexchange. Basing on the architecture of DOA information aggregation, serviceaggregation function, it can effectively organize and manage the spatial data ofmassive, heterogeneous distributed in the network environment, and this can providestheoretical basis on the emergency management of publishing and sharing.Aiming at problems in emergency management emergency system designrequirements and existing above, this paper star from the actual developmentexperience, based on the investigation and statistics of scientific attribute of the dataof the related departments in the emergency management field, set to study theformat and type of the emergency management service cloud data. According to thesame meaning but in different departments’ data characteristics, design theclassification standard of emergency management, develop a unified specification formarking of emergency management markup language EMML. Base on the unifieddata classification standard. By the technology model of G/S mode’ data registrationcenter, according to the EMML (Emergency Management Markup Language,emergency management markup language) classification standard, design theencapsulated service interface, extract the emergency management industry based ondata characteristics, registered data in the registration center by the commonness andinterface, and developed a set of data releasing and sharing mechanism. Users in thismechanism can verify their identity through the data registry security module and thenregister the data and services of them in legal status. By registry center data users canquery the URL of service and data, and calling data and services by the interfaces.Based on the innovative research works, this paper made a series of researchresults, mainly in the following three points:(1) The study of the characteristics and types of emergency management servicecloud data Data and emergency services in management service cloud is huge, in eachrelevant department database. Each department store format and specifications are notthe same, for how to organize and manage these massive data and service issues, thecharacteristics and types of data statistics, find out the different types of data storagestandard, according to the types of services are classified;(2) The study of the standard for the exchange of data in the emergencymanagement service cloudBased on the study of the characteristics and types of service cloud data,According to the information industry standards for the entire data design groupclassification standards, guidelines for the design of data tags and attributes, based onclassification standard, specification of data based on XML markers, for emergencyservices in each data type to design the corresponding element tags, attribute tag,relations between elements, style specifications;(3) The study of the registry of published in shared mode of service cloud dataand servicesAccording to the technology model of data registration center based on G/Smode, and the needs of emergency management system, by the classificationstandards of basic data and services to develop the corresponding interface, design,register center according to the definition of each interface, designed to publish andshare the WSDL document, the user can according to the interface of thecorresponding service, then the core metadata and service interface is registered in theRegistration Center, completed the design of a set of data and service data and servicedistribution storage-aggregation service publishing and sharing mechanismThis paper is innovative in two aspects,get two innovation points:(1) Put forward a set of emergency management service cloud effectiveorganization and management of data exchange standard, namely EMML.The EMML describes the main data source of emergency management servicecloud information. As a subset of HGML, EMML inherits the HGML scalability, canextend the definition of specific data source information. EMML provides a basis foremergency management data interface design efficiently and flexibly to solvedistributed storage of multiple data sources, and provide help for the design of customdata source access framework(2) Put forward a set of data publishing and sharing mechanism based onemergency management data registration center.This mechanism based on Web service registration center, combining with the data model definition data emergency management services in the interface, throughthe data bound and UDDI service technology, according to the WSDL to complete thedata release, complete the analysis of SOAP information in a terminal service request,service query and call.
