In the trend of global energy conservation and emission reduction, energy efficiency assessment has become an important way for countries to promote energy conservation. In the field of server equipment, as server performance continuously meets people’s demand, energy consumption has become a huge challenge for major companies and data center’s TCO. Foreign research institutions have carried out some work on server system energy efficiency assessment. Many energy efficiency assessment programs have been applied widely by taking the ratio of the performance to power as standard, but the method of power testing is only concerned with the server equipment power consumption in a fixed configuration load. Because of the server configuration’s flexibility and scalability, such as a motherboard can be placed many multicore CPU, pluggable memory, even disk array structure which constitutes a cluster. It is inevitable that the upgradation of server hardware leads to the improvement of performance and the effect on power consumption.This paper is based on the current server energy saving technology research, and analyzes the various components of the server performance and energy consumption. According to the standard test for overall energy consumption by foreign researchers, this paper puts forward the recommendation of energy efficiency assessment method of server component(SCEER). This paper divides energy efficiency assessment program into many research sub-items, like individual performance test, power consumption test, and Web service system applications. To achieve energy efficiency assessment, we should make sure the test system can be operability. In chapter4th we propose the logical structure of the server assessment system, the parameters of testing instrument, and test system configuration.In the process of this research, we pay attention to the combination of theoretical study and practical engineering verification, and we verify the upgradation of server configuration can bring energy efficiency improved. Meantime the scientificity and feasibility of the SCEER accessment is confirmed.
