TD-LTE is a future evolving direction of TD-SCDMA communication technology, the data rate and system capacity of TD-LTE is higher and larger than TD-SCDMA. Nevertheless, as TD-SCDMA cannot replace GSM for a good while yet, TD-LTE is also not the substitution for TD-SCDMA. The hybrid networks of GSM, TD-SCDMA and TD-LTE is main presentation ways of next generation network in our country.Therefore, the single-mode handset that only supports TD-LTE wireless access cannot meet the need of the market and users, while double-mode handset (TD-LTE and TD-SCEMA supported) tends to be the promising bridge for the smooth transition from 3G to LTE. Double-mode handset must sustain the reselection of the cells of distinct systems.Cell reselection is not only the significant mobility function of terminal, but also the important ways to achieve convergence of multi-communication-channels. The cell reselection algorithms are C algorithm, R algorithm and based on priority level algorithm. It is divided in two:inter-system reselection and inter-RAT reselection.This thesis makes a detailed description on GSM, TD-SCDMA and TD-LTE's reselection guidelines firstly, and drew a parallel among them. Combining with the characteristic of double-mode handset signal reception in co-base station mode, the thesis demonstrates that R criterion of TD-SCDMA's reselection guidelines is unsuitable for inter-RAT Cell Reselection between TD-LTE and TD-SCDMA based on emulation co-base station mode, finally it puts foreword two corresponding solutions. It is respectively based on target cell's absolute signal value and based on the cell priority, and this thesis makes a comparison based on simulation data and theoretical analysis. The results indicated that both solutions solve a problem created by R reselection guideline. In comparison, the guideline of based on target cell's absolute signal value can reduce the probability of UE measurement, and can reduce the power consuming of UE. The guideline of based on cell priority is of more comprehensive application.Besides, the thesis proposes new testing methods of measurement accuracy in inter-RAT reselection. According to relative test methods and minimum conformance requirements of 3GPP specification.
